AX improvement: add title attribute to language switcher links

Problem/Motivation

For AX purposes, the language links should have a title attribute. Eg. ‘See this page in . That will make the intent of the links immediately clear.

Steps to reproduce

Check the language links in the cookie banner. No title attribute available on these links.
