Cannot filter by Administrative Area when using an Address field

Problem/Motivation

I have a webform that uses the Advanced Address component and I've created a view that displays the fields including the address. I would like to be able to filter the view by the "Administrative Area" field and when I try I to it produces no results.

Steps to reproduce

1. Create a webform with an Advanced Address field
2. Fill the form out to create a submission
3. Create a Webform Submission view with the Address field fields added from the Webform you created above
4. Add a "Administrative Area" field filter to the view and choose a value to filter by or expose the filter
5. You'll see that no results are shown if you try and filter by something that is in the submission. (ie. I added a submission with the Administrative Area of "Ontario")
