Translate documentation to English

Problem/Motivation

The documentation on Git should be in English. This is not always the case. Where there is only Dutch, the text needs to be translated to English.

Steps to reproduce

Go to https://git.drupalcode.org/project/govnl_project. Look trough the modules of the project. You will encounter Dutch descriptions.

Proposed resolution

translate the descriptions to English.
