auto link to issue of plain text in markdown file has false positive

Problem/Motivation

Some regex to auto-link to mentioned issues in markdown files of projects seems to do weird things... In a project of mine, the part "GPL-2" of the string "GPL-2.0-or-later" is converted to a link, that points to https://www.drupal.org/i/2.

Steps to reproduce

- create repo on git.drupalcode.org
- write the string GPL-2.0-or-later in README.md
- look at the auto-generated HTML
