Multisite Pro Edition causes API key issue

Problem/Motivation

When a site has a Multisite Pro licence, two network requests are made:

• https://apikeys.civiccomputing.com/c/v?d=mydomain.com&p=CookieControl%20...
• https://apikeys.civiccomputing.com/c/v?d=mydomain.com&p=CookieControl%20...

The first gets rejected with "Sorry, this API key is not valid.\nPlease contact Civic at queries@civicuk.com." yet the second works fine. The requests are made by https://cc.cdn.civiccomputing.com/9/cookieControl-9.x.min.js so its not possible to track down the issue within the Drupal module.

Steps to reproduce

1. Install latest version
2. Set up multisite pro licence (this all works fine in backend)
3. View the site on the front-end theme
