semi-colons inside [toc] sometimes cause PHP error

Problem/Motivation

Oddly, semi-colons do not always cause a PHP error in toc_api's Toc.php but sometimes they do. It would be safest to strip them. The attached patch does that and strips a few other punctuation marks which may cause problems.
