Motivation

With Drupal 10.3 recipes got introduced, what seems to be a perfect fit for Lupus Decoupled Drupal.
We want to adopt it + provide a recipe that works well together with the Drupal CMS / Starshot.

Proposed resolution

    I guess for that we should consider dropping config_rewrite module and leveraging recipe-related APIs like config actions instead.
