Implement autowiring on Drush commands

Drush 12+ is currently supported, but Drush 12 does not officially work with Drupal 11 - for that we need to move to Drush 13.

For Drush 13, we need to implement autowiring of services because Drush 13 does not support injecting the services as dependencies any more.

Drush 12 also supports autowiring, so this won't break anything.
