Unfortunately the tests are failing on the 4.x branch https://git.drupalcode.org/project/simplenews/-/jobs/2788114. We can't commit any other fixes until someone fixes that.

I took a quick look and we need to handle this change https://www.drupal.org/node/3431286 → , plus 2 or 3 other things.

Regarding #2413931: Admin UI: Newsletter issue operations → , please feel free to update it. It certainly no longer needs to be postponed. However it hasn't totally been fixed - it asked for "At least add a direct operation to the newsletter tab".
