Support the Place Details (New) web service

Problem/Motivation

The new Place Details (New) web service is structured differently.

Steps to reproduce

Proposed resolution

This requires changes with the following considerations:

1. The URL would be https://places.googleapis.com/v1/places/PLACE_ID.
2. The $place_id would be appended to the URL rather than be a parameter.
3. The json_decode($request->getBody(), TRUE) no longer consists of a status nor a result.
