Inclusion of foundation js files in STARTER

Problem/Motivation

In commit 6c69334a STARTER/STARTER.libraries.yml was modified to include foundation js files that appear to be generated by the gulp build process.

Is this necessary given these js files are already included in zurb_foundation.libraries.yml? Is there a reason for including them again?
