[PP-1] Navigation module should honor admin language on frontpage and node route

Problem/Motivation

This is follow-up issue to 🐛 Admin toolbar and contextual links should always be rendered in the admin language (if set) Needs work , the currently experimental core navigation module does not honor the admin language on frontpage and when viewing the node.

Steps to reproduce

1. Install navigation module
2. Add new language
3. Select "
Account administration pages" on /admin/config/regional/language/detection
4. Edit current user profile and set "Administration pages language" to language added on 2
5. Visit frontpage and navigation is in English
