Currently you've got to know a lot about the underlying mechanics of anchors to know how to use this thing. Most users on most sites won't know enough to be able to make use of this.
Use anchors to link to a section within a page (not just the top)
Anchor name

To create link from within the current page to this anchor, use a number sign followed by the name of the anchor

From another page, use the full URL followed by a number sign and the name of the anchor
Instead of just having a text field checkmark and X, also include some help text about what anchors are, and how to use them. Ideally populates automatically as the user types in the text box. The ⎘ should copy the anchor to the clipboard.
