Enable forward compatibility check on test runs

It is now possible to include Upgrade Status as a test to run on all MR/merges/etc by adding RUN_JOB_UPGRADE_STATUS to the gitlab-ci.yml file.

It can also be included as an additional variable when manually running a pipeline.

Add RUN_JOB_UPGRADE_STATUS=1 to gitlab-ci file in 2.1.x branch so that Upgrade Status runs on code changes.
