CLI/Drush u3id based user link creation

Problem/Motivation

Drush has a hard coded url generation which kann not be altered. Even if we won't block user erset routes ( 📌 Add possibility to restrict uid based routes Active ) it would be helpful to create u3id routes especially if this should be transmitted to users. The uid argument should be there and also an addition u3id arg.
