Remove "masquerade as super user" permission

Problem/Motivation

How useful is the permission "masquerade as super user"? I can't imagine ever using it. Regardless, we now have the concept of an admin role, so we can just use the permission to masquerade as a users in the admin role.

This might be a little contentious since now the "masquerade as any user" permission includes user 1. But since core is moving away from user 1 having special meaning I think this is a good thing.
