Allow user to flag self

Problem/Motivation

Hi, I looked through the issue queue and documentation but didn't see anything for this.

I want to see if its possible to create a flag that allows users only to flag themselves. The goal is to request an account review for administrator approval.

I see that there's some requests for the inverse, where other developers want the user to be able to select everyone with the exception of the active user, but I want a flag that only shows up for the active user and is only for flagging their own account.
