Thanks for reporting. A partial outage over the weekend caused this bad response to be cached. That cache has now been cleared.

I think there are more issues, at least these two:

I’ve purged the caches for all updates.drupal.org, so this should be resolved now.

After upgrading Drupal core 10.3.9 , am facing same error. i.e. .No available releases found for both core and contributed modules. please hel me to fix out this issue.
