Bulk Generate Doesn't Work

URLs do not generate on Bulk Generate

Status message
No new URL aliases to generate.

Steps to reproduce

1. Delete all aliases
2. Run Bulk Generate -- fails no matter the settings regarding which aliases to generate

Here is the pattern:

Version: 8.x-1.13
