We should't do the install hook here. New people will decide for themselves, whether they enable the uI module.
(We are doing the update hook here,
- partly to make 📌 Auto-enable Custom Elements UI when available Active because we have no good unambiguous place for an update hook there.
- and because realistically people updating from 2.x will always need it anyway.
