Tooltip is missing for Save as template button

Problem/Motivation

When hovering over the Layout section grabber, there is no tooltip for the "Save as template" button.

Steps to reproduce

Add a layout section to a page. Hover over the grabber. Tooltips are shown for all links apart from the save as template one.

Proposed resolution

Apply the attached patch . This adds a title attribute using the same pattern as the other buttons, which are defined in layout_paragraphs.module.
