Cannot drag from bottom to top of view and vice-versa

I have an issue, don't know whether it is a bug or just simply not a feature, but what I would like is to be able to drag items from the very top to the very bottom of the view.

Maybe it has also something to do with the administration theme, since when using Claro I am only able to drag from top to bottom, but not from bottom to top.
