no Authorized Providers tab

Problem/Motivation

I'm new to the oembed_providers module. I feel like I'm missing something obvious. Event though I checked the "Enable external fetch of providers" box. I get no Authorized Providers tab.

Steps to reproduce

Install 2.2.0 version with composer on a local 10.3 site. One installation on an actual 10.3 site and another on a generic 10.3 site.

Using PHP 8.2.18 and Maria DB 10.6.17
