Limit ignored in dependencies

When importing migration with dependencies and defining a limit, the limit is ignored by dependency migration.

From what I can tell limit is passed to dependency correctly, and it is decreased for each row. This results in limit being set to a negative value when passed as part of options See attached after at 4% on limit when setting limit to 1.
