Add option to forbid users from updating their profile

Problem/Motivation

When profile fields are synced from Okta it makes little sense to allow users to override these in Drupal.

Steps to reproduce

• Add option to toggle this feature
• Add a permission to bypass this feature once it's toggled
• Implement hook_entity_access
