Allow message to be customized in UI

Problem/Motivation

I'd like to be able to customize the message without having to modify the .module file. If possible, could there be a way to let the message be set in the UI with a WYSYWIG textarea block?

I don't think the default message is bad, I just want to add a link for people to use our contact form if they want to report something being broken or they have questions.
