UpdateActivityAction is not working in message template

Problem/Motivation

UpdateActivityAction is not creating notifications when a selected entity/node is updated. Notification is only created when a new content is created not when updated

Steps to reproduce

In add a message template form

Choose 'Action that is triggered when a entity is updated' under 'The activity actions for this message'

Choose a group node under 'The entities that are affected for this message'

Choose 'Entity exists in single group' under 'The entity condition that are affected for this message'
