Config allow_override is not available

Problem/Motivation

The configuration allow_override is unavailable during config export.

Steps to reproduce

Enable Rabbit hole settings for any entity type eg: node.
Enable Allow these settings to be overridden for individual entities for any content type eg: Article
The config allow_override is not present in rabbit_hole.behavior_settings.node.article

Proposed resolution

Add "allow_override" in config_export for "behavior_settings" config entity

Opened an initial patch to export the allow_override config. The tests are failing though.
