"Manage custom element" is not showing in dropdown menus

Problem/Motivation

In dropdown menus under every "content type", we have items for "manage field", "manage display" etc - but "Manage custom element" does not show up.

(Note the context menus in the per-content-type rows in /admin/structure/types do show the item.)

Creating issue without doublechecking whether this is an issue with our custom distribution / theme or with the module. I think it's the module.
