Yes, this is an issue with dependencies. The same thing would happen with e.g. views as well. This is how automatically determined dependencies operate and what the consequences are.
If this is a problem for you, you can disable that level of dependency management for ECA in the settings.

No worries, I guess this is not widely known anyways. Please note, you have to re-save your ECA models after you've changed the settings. Otherwise, the dependencies remain there.
