Typed Data and Rules both work in the minimum PHP supported by Drupal core for the core version you have installed. And they are both tested against that minimum PHP version.
For Typed Data 2.1.x / Rules 4.0.x, that means you are running on Drupal core 10.3 or higher, which requires PHP 8.1 or higher.

Hmmm... that's what I was at - 8.2 or 8.3 as I was troubleshooting.
For whatever reason, when Rules 4.x and Typed Data 2.1.x were installed, with no enabled rules, when new nodes were created the automatic URL Aliases were not being created. So all the nodes were example.com/node/1234 instead of example.com/review/[node:title] (with the Token being replace, of course)
Once I uninstalled them, alias creation worked.

I tried to reproduce this on a clean site, but I couldn't get it to fail.
I assume you are using Path Auto for the automatic alias generation? I used Path Auto to generate automatic aliases using your pattern, and it worked with Rules and Typed Data installed.
I can't really think of a mechanism where Rules/Typed Data could affect aliases if you don't have any Rules set up.

I have no idea either, but I ended up removing Rules and TD replacing them with ECA once I figured that modules out...
