WSOD upon installation of theme

Steps to reproduce

On a new installation of Drupal 10.3 install garland theme

I'm receiving this error message:
Symfony\Component\Routing\Exception\RouteNotFoundException: Route "sitemap.page" does not exist. in Drupal\Core\Routing\RouteProvider->getRouteByName() (line 206 of core/lib/Drupal/Core/Routing/RouteProvider.php).

The route sitemap.page doesn't appear anywhere in Garland, so I'm not sure how this is happening.

Could you debug?
