Fix wrongly shown seconds when 1 minute steps and adding a new scheduled transition

When using 1 minute steps and adding a new scheduled transition, the UI shows not 00 seconds but like this:

Change to Published on August 08, 2024 at 09:50:47 PM remove

But when you save and reopen the form, it will show this:

Change to Published on August 08, 2024 at 09:50:00 PM remove

It seems it shown the current count of seconds from the system clock then.
