Add condition to determine if a content entity is valid

Problem/Motivation

This is a follow-up issue of ✨ eca_content: Provide plugins for entity validation Fixed . We should implement a condition plugin that takes an entity and determines if that's valid.

Proposed resolution

Re-use the code from the related issue and provide that as a condition plugin.
