Support contribution via Ddev (and ddev-drupal-contrib)

Problem/Motivation

I use https://github.com/ddev/ddev-drupal-contrib/ to maintain my contrib projects.

Proposed resolution

https://github.com/ddev/ddev-drupal-contrib/ is intended for modules, but it can be easily adapted to work with themes as well.

It requires swapping out several instances of modules/custom with themes/custom in several scripts provided in the .ddev/commands/web/ folder, after having installed ddev-drupal-contrib via ddev get ddev/ddev-drupal-contrib
