There is probably something wrong with the way your checkout flow is setup... Do you have the payment information pane and the payment process pane?
Are you using the PayPal checkout flow? The PayPal checkout flow should only be used for the "shortcut" flow, whenever the payment is initiated from the cart page. - 🇩🇪Germany Umac_de
This is not a new shop but an upgrade and the checkout flow setup has not changed.
And yes: it is not the PayPal checkout flow but my own because we need extra fields for approve to terms and delivery date for example. - 🇮🇱Israel jsacksick

Like I told you in comment #2, the problem is you're missing the "Payment process" pane, which is disabled in your screenshot...
This is how it looks on my install (Not sure where your "payment" step is, I'd expect the payment step to be after the review step... As the payment needs to be captured AFTER the review... (Don't know if you're using the card fields, or the smart payment buttons). In case you're using smart payment buttons, you need to make sure there is an extra "Payment" step right before the complete step.
The "PayPal Checkout payment process" is intended for use with the PayPal checkout flow, which is the checkout flow set once you confirm the payment from the cart page via the smart payment buttons...

In my (old) checkout flow version the payment was included in the review step, it worked without payment step and payment process.
Because of your advice I added the payment step and included the payment process pane and now it works!
