Problem/Motivation

Drupal\Tests\Component\Utility\XssTest                        69 passes   12s                                      
Drupal\Tests\Recipe\Core\standard\Functional\GenericTest       1 passes   46s

This shows we're running at least one functional recipes test along with unit tests instead of functional tests. Must be to do with recipe test discovery.

Major in case we need to change test organisation somehow.
