This is very unlikely to go into core. The trend is more to make core smaller, for better maintainability. And with composer, it is so easy a reliable to build the code base everyone needs. So, your composer.json determines which components you get, i.e. core + x modules. One of which always should be ECA and bpmn_io.
Wish we had a section to export and upload things we have made with it so other users can pull those set-ups and import them.
If I understand correctly, that's already possible. When you are at the ECA overview page

Well, drupal.org is that community portal. Such exported recipes can be added as general projects here, so that other users can download and use them just like any other module.
And the project browser, which is coming to Drupal sites soon as well, will be able to show recipes so that users can browse available recipes from within their Drupal sites and download and apply them there, without even going to the command line.
