uninstall is incomplete: modal behavior never goes away

Problem/Motivation

Uninstalling the module, the form should open off-canvas again. However, the form still opens in a narrow modal form.

Steps to reproduce

Install module.
Edit a block -> form opens in wide modal.
Uninstall module
Edit a block -> form opens in narrow modal -- should open in the black off canvas form.

There was an issue a while back that reported that same behavior:

and the code is now part of the release, but the problem is still there.
