I have no idea what you mean exactly, but using layout builder is in itself a frontend theme matter. If you place and edit blocks using layoutbuilder, you do that from the frontend so the styling of the blocks you are placing/editing matches how it looks for visitors (on the frontend). Building on that: since using layout builder is a frontend matter, it stands to reason that Bootstrap Layout Builder is also frontend.
This is just a personal thought, I might be wrong. Maybe you could give a more precise example of a problem you encounter because of this so I understand better ?
