Importing the same XML twice creates duplicate promotion entries

Problem/Motivation

If a user imports the same XML file (or, ostensibly, the same XML markup) more than once, duplicate promotion entries are created--potentially causing duplicate promotions to show on the search results page.

Steps to reproduce

Import the same XML file more than once.

Proposed resolution

Is it possible to check imported XML values against previously imported promotion entries?
