Problem/Motivation

** Some ** feature of hover are not working for anonymous user

Steps to reproduce

1 - from the ui add a new effect (Float Shadow effect)
2 - Stay logged in, clear cache and check that the effect is working on the page on which you have the selector that is supposed to be affected.
3 - Logout and visit/refresh the same page i mentionned on (2). You will notice that no effect is affecting the selector.
