Improve held documentation to suggest cart cleanup

Problem/Motivation

Thanks for 🐛 Cart items deleted without invoking the cart manager in the order postDelete do not delete referenced registrations Fixed , I was just coming here to suggest that very thing.

Also commerce can delete expired carts #2853527: Implement the ability to expire and delete old carts → we can document that an option for releasing held registrations.

This is useful as it allows sites to distinguish between held registrations manually created by an administrator, and registrations temporarily held by customers checking out.
