Cannot schedule moderated content translations separately

Problem/Motivation

I am unable to schedule a workflow change separately for content translations. If I set a scheduled publish date for the Spanish translation, then only the Spanish translation is scheduled for publication; if an English translation was previously already scheduled, it is removed from scheduled publication and replaced by the Spanish translation's scheduled publication.

Steps to reproduce

Create new node as draft using default English translation. Create a Spanish translation. Edit the English translation and set a workflow change from Draft to Published at a future date. Now edit the Spanish translation and set a workflow change from Draft to Published at same future date as English version's scheduled publication date. Go to Content / Scheduled Content, and only the Spanish translation is listed.

I am using content moderation and I have enabled translations. I have confirmed at /admin/config/regional/content-language that these content type fields are translatable:

* published
* moderation state
* publish on
* unpublish on
* publish state
* unpublish state

I have configured the content type itself per the instructions in this module's README file.
