Effects settings added via UI are not exoprted to/as config

Problem/Motivation

Hi
i just noticed that effects settings added via UI at admin/config/user-interface/hovercss are not exported to/as confg.

Is that the expected behavior?

Steps to reproduce

1 - add some effect on UI
2 - Run drush cex (on dev environment )
3 - Run drush cim (on stage or pro environment)

Nothing is available in the list of effect (on stage or pro environment) at admin/config/user-interface/hovercss
