Detach reference discovery mechanism from Exportable plugins

Problem/Motivation

The reference discovery mechanism is attached to the Exportable plugins, which causes that the discovery of some dependencies should be hard-coded to Exportable plugins (e.g. comment entity statistics records or poll votes).

Proposed resolution

  1. Detach reference discovery mechanism from Exportable plugins.
  2. Reference discovery plugins should parse EmeObjects (or Exportables?) instead of content entities
