Image rotations don't currently work

Problem/Motivation

When cropping an Image block, there's an option to rotate the image, but that's not currently supported even though there's UI for it.

The relevant WordPress function for this appears to be here.

It might also be useful to try and support all the other future modifiers within the WP image editor class.

Steps to reproduce

Crop, rotate and apply an existing Image block. The rotation won't be taken into account.

Proposed resolution

Implement missing API.

Provide issue fork/patch.
