Refactor ContextDefinition classes for stricter typing and better code reuse

Required for 📌 [10.3] Convert RulesAction plugins and discovery to attributes Active and 📌 [10.3] Update ConditionManager to support PHP Attributes Active , but since ContextDefinition is used throughout Rules I think it's best if this is done in a self-contained issue and not mixed up with other things.
