[10.3] Update RulesUiManager

RulesUi plugins are defined in YAML files, and RulesUiManager uses YamlDiscovery to find these plugins. As such there is no involvement of Annotations or Attributes here, but the code does need some small updates to bring it in line with the currently accepted practices in Drupal.
