Nevermind. I was able to find the feature to make this happen. It was just not an obvious option.
There is an old issue for the 8.x branch which provided the ability to click on parent taxonomy term to link to that term AND an icon for expanding/collapsing the descendent terms. https://www.drupal.org/project/hierarchical_taxonomy_menu/issues/2884741 →
Apparently this enhancement didn't make it to the 2.x version of the module? I cannot find a setting for this in the block configuration, and there doesn't appear to be a module configuration page to do this. Can this be added to the 2.x version?
This module is so close to being what I needed but If I cannot link to all of the terms in my vocabulary, then the module will not be useful.
